Roadway Section Head, Ohio Department of Transportation, Office of Roadway Engineering
July 2022 – Present
Serves as Section Head for the Roadway Design Section overseeing a team of 7 professional engineers responsibile for setting statewide standards in the areas of   Geometric Design, Traffic Analysis, Access Management, Roadway Construction Drawings and Multimodal Design. Jen also serves as Subject Matter Expert in Multimodal Design, Interchange Studies, and Preliminary Engineering. Jen serves on the ODOT Safety Application Review Team and is the Project Champion for the E. Main Street BRT Pilot associated with NCHRP 20-44(52).


Traffic Engineer, City of Westerville, Planning & Development
December 2017 – July 2022
Duties included review of all mobility needs within the City including: maintaining traffic, traffic signage and pavement markings, traffic signals, pedestrian crossings, parking, coordination and review with all traffic-related studies in the City. Setup & monitoring of Smart Parking pilot and COTA//Plus on-demand transportation service. Developed Transportation Impact Study and Access Management Guidelines. Assisted with public outreach efforts related to Westerville’s Strategic Mobility Plan, Smart Parking in Uptown, COTA//Plus Service, and Age-Friendly Westerville.
Participated in many regional committees including: MORPC Central Ohio Mode Shift Coalition, MORPC Shuttle and Circulator Working Group, MORPC Active Transportation Committee Co-Chair, COTA Short-Range/Long Range Transit Plan Advisory Committee, COTA Community Advisory Panel, MORPC Regional Transportation Safety Planning Working Group, and ODOT’s State Highway Safety Plan for the Older User Working Group on the topic of Infrastructure.


Traffic Engineer, EMH&T
June 2012 – December 2017
Duties included plan preparation for traffic signal designs, roadway lighting, maintainence of traffic, intelligent transportation systems, signage and pavement markings. Performed traffic counts, impact studies and safety studies. Project design throughout Ohio including HAM-75, Dayton’s Webster Street Bridge, Short North Parking Study field work, and many more. Refined maintenance of traffic, signals, signing & marking plans for the FRA-71 project from I-70 to I-270.

Highway Engineer, McCormick Taylor, Inc.
January 2011 – June 2012
Duties included plan preparation for roadway design, maintainence of traffic, and signage and pavement markings. Projects were located throughout Ohio and Pennsylvania. Assisted with business development efforts in Ohio.

Project Manager, American Structurepoint, Inc.
November 2000 – October 2010
Duties included plan preparation for roadway design, traffic signal design, maintainence of traffic, signage and pavement markings. Performed traffic counts, public involvement, impact studies and safety studies. Projects were located throughout Ohio and Indiana. Additional duties included oversight of QA/QC Processes, staff training, billings, invoicing, staffing projections, interviewing, mentoring staff, proposals, scope of services development, fee proposal preparation, right of way review, and coordination with Indianapolis Office as needed. Assisted with business development efforts to increase projects in Ohio. 

Design Engineer, Woolpert LLP
March 2000 – November 2000
Lead Engineer for Sunbury Road widening project.  Included a revised vertical alignment to allow for drainage and avoidance of existing utilities and a new bike path.

Design Engineer, Resource International, Inc.
April 1997 – March 2000
Developed Right of Way Plans for several projects totaling 257 parcels including: legal descriptions, closure checks, and performed right of way computations. Assisted with drainage design, roadway plan preparation, and site development plans.

Construction Intern, City of Columbus, Ohio- Construction Division

Assisted as a construction inspector for the Hayden Run Rd culvert replacement project which included pavement replacement and a decorative stone retaining wall.

Digitized and added data to a GIS map of the existing utilities within the City of Dublin, Ohio.
